MINUTES
Regularly scheduled meeting of February 10th,
was postponed due to inclement weather, meeting held
February 17, 2010.

Business
Coat Drive final report-
Donna McCarthy
Close to 800 coats were collected
and distributed by the Bayshore Senior Center, Project Paul, Keyport
Ministerium, Lunch Break and the VA Hospital. Drop boxes have been
removed from all locations.
A thank you letter from the Keyport
Ministerium has been received and was available for everyone to read.
Fund Raiser – Johnny Pallitto
and Jo-Ann Dinan
Executive Board in agreement to
purchase 250 tickets to the June 6th, Blue Claws Baseball game. Tickets
will be sold at a cost of $10 each allowing for a profit of $3 per
ticket. An additional .50 cents will be kicked back by the stadium for
each ticket presented at the gate on game day. Several promotional
incentives are available including “kids eat free”.
The possibility of earning an
additional $750 by agreeing to supply twenty people to work the
refreshment stand was discussed at length. Teddy from Perkins
Restaurant offered to volunteer ten of his employees to work.
We are unable to work the
refreshment stand on the day of our event; Johnny Pallitto will discuss
alternate dates with the Regional Manager of the Blue Claws and report
at next meeting.
The membership was in agreement to
start a Scholarship fund with the proceeds from this and future
fundraisers. A $500 Scholarship will be awarded to a Hazlet student
beginning with the graduating class of June 2010.
A Scholarship Review Committee has
been formed. Members are Johnny Pallitto, Teddy Koczan and Sue Noble.
Up-date Business symposium
Weather conditions prevented
attendance at the business Workshop that was presented by Congressman
Rush Holt. No report available.
New Business
Presentation of a
certificate to Past President, John Conti, has been postponed as Mr.
Conti was out of state and unable to attend the meeting.
Police Report
Detective Jeff Miller advised of
five B & E’s in the past six weeks. One subject has been arrested and
is being charged with two of the burglaries. The police have a lead on
a second suspect, possibly driving a blue mini-van with either NY or PA
license plates.

Forum – Discussions on the following topics:
Committee James Brady in
attendance. Vin Gopal thanked the Committeeman for taking the time to
attend our meeting and assured him he and other members of the Township
Committee are welcome to attend our meetings and events.
Mr. Brady advised that he had
recently attended a Recreation Commission Meeting as was asked to make
an inquiry of our association regarding the sponsorship of a band for
their summer concert in the park series. This matter will be taken
under advisement.
Both John McCarthy and Jo-Ann Dinan
reviewed concerns of the membership and advised that our Government
Affairs Committee would be in contact with a more formal list of
Ordinances that the membership feels strongly should be reviewed.
Especially the reduction of sewer utility fees for businesses and the
review of the Fire Prevention fee ordinance, as well as the pro-rating
of business fees and licenses. Committeeman Brady was sympathetic to
our concerns having been a small business owner himself in another
town. He has agreed to discuss these issues with the other members of
the Township Committee.
A lengthy discussion ensued on whether to change
the name of the organization to “Hazlet Business Association” vs.
“Hazlet Business Owners Association”. Executive Board to discuss
further in executive session.
A proposal was presented by Antonio Scotto of Ficus
Enterprises to supply the membership with laminated discount cards and
window decals. The cost would be approximately $2500.00. This is an
issue that has been discussed in the past between members and everyone
is in agreement that this is a good idea, however, at this time in order
for the association to pick up the costs we would have to eliminate the
mailing of monthly post cards. This matter to be discussed by the board
in executive session.
A committee has been formed to arrange a meeting
of all the elected officials and business owners in the surrounding
community to discuss the pros and cons of big box stores and how it
affects small business and the community as a whole. A larger venue
will be selected and all interested persons are welcome. Date, time and
location to be announced. Committee Members Vin Gopal, Bob Zelinski,
Lou Scaduto and John McCarthy.

invoices to all businesses for 2010 dues in January. Members who joined
in 2009 and paid full rate will have fees pro-rated and a credit will be
given for 2010 dues.
Police Report – Chief Broderick
extends Holiday Good Wishes. HBOA informed of armed robbery at Dominos
Pizza.
Fundraising Project - Lakewood
Blue Claws, on hold until new Board of Directors elected to office in
January 2010.

Spoke on the progress of the H.B.O.A.
Website and asked for members Comments & Critique. Noted that the
H.B.O.A. now has a Merchant Circle Web site linked to the H.B.O.A. Site
and that the H.B.O.A. also has an official Voice Mail Phone Number,
which is 732-984-7490. Reminded members
about the H.B.O.A. Toolbar.
Old Business
Flea Market/Business Fair discussion included the amount of
space available, number of persons signed up already and how the HBOA
plans on utilizing the proceeds from the Doantion Table.
Detective Jeff Miller of the Hazlet Police Dept. assisted in
the discussion about how to obtain proper permits for the raffle.
New Business
GUEST SPEAKER - LENNY INZERILLO & ED TERANOVA - ROVIA TRAVEL
CLUB
Ed gave a very enthusiastic presentation
to the members with an alternative way to travel and save on
vacations. Explained the benefits of becoming a member of
this organization and also how employers can use this as an
incentive for their employees. Members were interactive with
many questions during the course of the whole presentation.

the H.B.O.A. stands in gaining new member. She staed we have 85 members
to date

Spoke on the progress of the H.B.O.A.
Website and asked for members Comments & Critique. Noted the new
addition of the H.B.O.A. Toolbar and the Historical photos uploaded to
the site.
Old Business
Flea Market/Business Fair date had previously been set for
Sunday, Sept, 20th. Rain date Sept, 27th was changed. The NEW date is
Sunday August 16th, with a rain date of August 30th.
Detective Jeff Miller of the Hazlet Police Dept. discussed
current events in the area and advised everyone of the upcoming PBA Golf
tournament to be held at the Beacon Hill Country Club on October 5th.
He touched on some autos that have
been stolen from in the Beers Street area. He did note, they are not
break-ins, but rather unlocked cars with valuables inside, in which the
thieves are gaining access by simply opening the unlocked auto.
He spoke
also of counterfeit money being used in the are. The person responsible
has been identified.
New Business
GUEST SPEAKER - VINCE CONTI - AFLAC INSURANCE
Presented in-depth information on AFLAC
and its coverage and other information of interest in
reference to AFLAC. he discussed the benefits of their
voluntary insurance program. No cost to employer, in fact
this pre-tax plan reduces payroll taxes for employers. All
members were given complimentary AFLAC stuffed ducks
which brought a lot of laughs to the members throughout the
meeting.
GUEST SPEAKER - JOE CANGELOSI - PROVIDENT BANK
Addressed the membership with regard to small business
loans and general financial information relating to business.
Open Forum
Board President, John Conti suggested the creation of
a Scholarship Fund for High School Students from the HBOA. All members
in favor, with the suggestion of creating and Ad Journal with al profits
going toward the Fund. Other fund raising ideas were accepted.
Suggestions to transfer the balance of funds in the Legal Account to a
newly created Scholarship Account. All were in favor.

County Health Department reviewed new rulings with regard to
Health Department issues.

discussed the status of:
a. Committee to review Township wide refuse removal
b. County mandated property re-evaluation
c. Postal address change for West Keansburg
d. Bayshore business conference
e. State mandatedd 2.5% COAH fee on building permits
Det. Jeff Miller of Hazlet Police Dept. discussed current events
pertinent to the safety and security of all businesses.
Members were reminded that the Hazlet
Environmental Commission and Clean Ocean Action were hosting and
educations seminar on liquefied natural gas this evening @ 8:00 pm at
Town Hall.
Open Forum
The meet was interrupted several times due to conflict between two
members, both of whom acted in an inappropriate manner. One member left
voluntarily.

Old Business
Membership Committee Report by Grace Marchena,
several new members applications have been received, positive feedback
from several others.
New Business
Det. Jeff Miller of Hazlet Police Dept. discussed current events
pertinent to the safety and security of all businesses.
The following issues were discussed: Speeding in shopping centers,
counterfeit currency,
Police Organizations soliciting funds from businesses via mail or
telephone.
Open Forum
Mayor Kevin Lavan and Deputy Mayor Joseph Belasco conducted a question
and answer session during the open forum portion of the meeting.
Questions were asked and answered on the
following:
Sewer rates for businesses. Mayor Lavan assured
the membership that the Township Committee has moved forward with their
plans to reduce the operating expenses for the Sewer Department which
will eventually create a reduction in fees for the taxpayer. Water flow
problems with the BRSA are being resolved. The township has purchased
their own equipment to clean and maintain the sanitary and storm water
sewer lines. The building that formally housed the Sewer Dept is on the
market for sale or lease as well as the former Buildings Dept. building
on Highway 35. Other cost saving measures are being addressed as quickly
as possible.
2009 Realty Appraisals. How the new appraisals
will affect taxes has not yet been determined, as rate has not been set.
Property owners are encouraged to make appointments with the appraiser
to discuss their assessments.
Closing of Holy Family School. Not all students from the school live in
Hazlet. Of course parents of those children who live in Hazlet may
choose to enter into the public system which will impact costs. However,
the current Superintendent of Schools has done a fine job of keeping
costs under control considering the new mandate for full day
kindergarten and preschool for socially disadvantaged, which has led to
classroom changes throughout the town. He has been asked to discuss the
Hazlet School system in Trenton so that other municipalities can use
Hazlet Township as an example.
Recycling & Refuse. The township is considering
accepting a bid from one hauler who will pick up trash and recycling for
the entire town including businesses. The township will be asking for
volunteers from the business community to offer input as to needs and
concerns that should be included in any bid proposal and contract
negotiations. Fees would now be included with taxes. An outside vendor
picking up recycling would alleviate the burden of the Public Works
Department who would be free to offer other services to the community.
HBOA Meeting Place. A question was raised as to
the possibility of having meetings held at a more centrally located
venue. The Mayor offered to find out if the Cullen Center was available.
Next meeting date - March 11, 2009 at the VFW 7: 15 pm. Guest Speaker -
Professor Patrick Hossay 7:45 pm for 30 minute presentation "Go Green
Initiative"
